1. The Complete Document Checklist
Ensure that every document is signed and verified before submitting the dossier to the local Regional Transport Office (RTO). Missing chassis pencil prints or expired PUC certificates are the leading causes of application rejection.

2. Same RTO vs Different RTO within State
If the buyer resides within the jurisdiction of the same RTO where the car was originally registered, no NOC (Form 28) is required. If moving to another RTO in the same state, a local Clearance Certificate (CC) must be generated on Parivahan.

Log on to parivahan.gov.in, enter the registration number, select 'Transfer of Ownership', enter buyer details, authenticate via Aadhaar OTP, pay RTO transfer fees (approx ₹300–₹500), and upload scanned copies before physical dossier submission.
Take a dark 2B pencil and a piece of thin white paper. Rub the pencil firmly over the 17-digit chassis number stamped on the vehicle firewall. Affix this pencil tracing directly onto Form 29 and Form 30 to prevent RTO document rejection.
